FLA（公平勞工協會）它是美國的一個非盈利性質的組織，旨在將來自行業、非企業組織（NGO）、大學院校的力量聯合到一起，在全世界的范圍內大力推廣對國際勞工標準的遵守以及對工作條件的改善。
FLA（公平勞工協會）是作為一個獨立的監督系統而存在的，它的目的是確保所有參加FLA的公司企業可以對其產品的生產條件負責。為了進一步地推廣公平、合適和人性化的工件條件，FLA（公平勞工協會）在ILO（國際勞工組織）核心勞工準則的基礎上制定并在行業范圍內實施了一項“工作場所生產守則”。
